FSA Federal Welcomes New Operations Leaders 

Ruth Porter-Whipple and Lee Madeam bring management expertise to support federal law enforcement

ASHBURN, Va., December 10, 2020 — FSA Federal has added two senior managers with deep expertise in law enforcement to support federal agencies under the company’s Asset Forfeiture Administrative Support Services contract with the U.S. Department of Justice. Ruth Porter-Whipple has been named Regional Director of the North Central U.S. region, and Lee Madeam has been named Agency Manager supporting the Bureau of Alcohol, Tobacco, Firearms and Explosives.

“Both of these leaders will be key drivers to help DOJ effectively accomplish its mission to disrupt dangerous criminal organizations that threaten communities nationwide,” said George B. Porter-Whipple, who assumed her new role on November 16, brings to FSA experience in criminal investigations, asset forfeiture, operations management, security planning, and program management. For 35 years, she held many leadership positions at the U.S. Drug Enforcement Administration, including Assistant Special Agent in Charge of the South Texas Organized Crime Drug Enforcement Task Force (OCDETF) Strike Force, Assistant Special Agent in Charge of El Paso Intelligence Center (EPIC) administrative operations, Group Supervisor and Special Agent. She holds a Bachelor of Science degree in criminal justice from St. John’s University.

Madeam, who took his post November 30, joins FSA after a 22-year career at DEA, where he served in various management roles in federal law enforcement operations. Most recently, he served as Section Chief for the Asset Forfeiture Section. Previously, Madeam held titles at DEA such as Section Chief of the Policy and Source Management Section, Supervisory Special Agent and Senior Special Agent. Prior to DEA, he was a police officer for five years at the Atlanta Police Department and served in the U.S. Marine Corps, where he achieved the rank of Sergeant. Madeam holds a Bachelor of Arts degree in criminology from St. Leo University, having graduated magna cum laude.
